The Bayesian Spatial Bradley–Terry Model: Urban Deprivation Modelling in Tanzania

Abstract Identifying the most deprived regions of any country or city is key if policy makers are to design successful interventions. However, locating areas with greatest need often surprisingly challenging in developing countries. Due logistical challenges traditional household surveying, official statistics can be slow updated; estimates that exist coarse, a consequence prohibitive costs and poor infrastructures; mass urbanization render manually surveyed figures rapidly out-of-date. Comparative judgement models, such as Bradley–Terry model, offer promising solution. Leveraging local knowledge, elicited via comparisons different areas’ affluence, models both simplify logistics circumvent biases inherent surveys. Yet widespread adoption remains limited, due large amount data existing approaches still require. We address this development novel Bayesian Spatial which substantially decreases number required for effective inference. This model integrates network representation country, along assumptions spatial smoothness allow deprivation one area informed by neighbouring areas. demonstrate practical effectiveness method, through comparative set collected Dar es Salaam, Tanzania.
